The same way you email anyone else in the US, get his email address and email him. There is nothing special about it, ever heard of the world wide web? Why do you think its WWW?

I know that there are now dumb questions, but this one is borderline. When you do get your friends e-mail, double check the ending. If it's a German based e-mail, it may end in de instead of .com. As in Email this person

If you have the email address of that person, you can send him directly. Electronic mails just pass on the internet and it will reach wherever you are in the world.
